This position will be accountable to provide assistance and support for the planning, design, and implementation of a full range of compensation services and programs following established guidelines and procedures for all MTA agencies.
- Reviews and approves salary actions for both represented and non-represented staff ensuring actions are appropriate and within guidelines.
- Researches, analyzes, and develops modifications to compensation programs to meet identified organization objectives and needs.
- Monitors competitive trends in compensation and identifies the organization's position.
- Performs job analysis. Documents and evaluates positions up through middle management. Develops and records changes to new and existing job descriptions.
- Performs compensation analysis, creates and maintains compensation reports and queries analysis.
- Maintains and ensures accurate compensation data.
- Participates in organizational restructuring as required.
- Prepares data and participates in surveys. Conducts benchmarking research as required.
- Determines FLSA exemption status to ensure compliance with legal regulations on a federal as well as statutory level.
- Administers and determines salaries and/or hourly rates of new hires and internal promotions.
- Participates in the development of compensation policy. Develops and administers special compensation programs, plans, and procedures as required.
- Coordinates and participates in meetings and takes meeting minutes notes.
- Provides consultative services to all agency MTA managers on salary actions and compensation programs.
- Provides research and/or analysis for special projects (i.e., NYS Public Data Requests, Agency Salary Requests, etc.)
- Other duties as assigned.
- Working knowledge of HRIS, preferably PeopleSoft, or a comparable system.
Must possess knowledge of relevant federal and state wage and salary laws and regulations.
- Excellent oral, written, mathematical, and project management skills with adherence to deadlines.
- Ability to work independently and in a fast-paced, challenging environment.
- Strong interpersonal skills and the ability to deal effectively in a team environment and with all levels of management.
Education and Experience
• Bachelor's Degree in Human Resources, Business or related field or an equivalent combination of education and experience may be considered in lieu of a degree.
• A minimum of three years of compensation or related field experience. Prior experience must include at least one of the following; performing salary surveys, job evaluation/classification, determining FLSA status, internal compensation analysis, developing job descriptions or designing organizational structures.
- Advanced Excel experience working with formulas, V-look-up and Pivot Tables
World at Work Compensation Certification
- HRCI Certification
- Knowledge of the Hay job classification system
As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $101,379 (this figure is subject to change) per year or if the position is designated as a policy maker.
